Hubert was named to succeed Mike O'Brien as Director of the Transit, Utility, University and Service Division in February 2003. 

He's been a member of Local 208 since 1971, and began his union career as a steward in 1972.  He served as a Local 208 Executive Board member and Recording Secretary before starting an 8-year stint as Local 208 Vice President in 1976.  After a one term hiatus, he returned as Vice President in 1986 and was elected President in 1988, a position he held until being named to the International Staff in 1997. 

In addition to his duties as Director, he is the the staff rep for locals 208, 106, 252, 225, 226, 227, 279, 269, 1400 and 241.
